Adding new VLAN 1

Currently we have 2 voice VLANs in our network that both are currently set up in a 'router on a stick' format, would it hurt to add another vlan but instead of adding it to the 2811's that currently have the voice VLAN's, have the new one on the 4507R where all of our other VLANs reside?

If the 4507 is routing traffic for the other VLAN's I definitely would move all the VLAN's interfaces to it. You can reclaim the 2811 and use it elsewhere in the network. If the 4507 isn't your 'core' router you will probably have to build the new VLAN on it. It all depends on where your traffic is routed between the VLAN's.
 
we are moving our VLAN routing to the 4507 for the data side since currently we have a flat network and working segmenting it. 2811 is the gateway for the pri so i wouldnt be able to reuse it in the network, but i will definetly start adding new voice and data vlans to the 4507, just wanted to make sure it would be ok to keep the existing voice vlans on the 2811 or should i look at relocating them to the 4507 as well?

Relocate them. Put all your VLAN interfaces on the 4507. Then you can put the 2811 on a voice access port for voice traffic only. Or depending on what your network looks like, set up VRRP or HSRP between the 2811 and the 4507 to give you redundant core routers. But chances are if the 4507 craps out, so will most of your switch ports and redundant routers will be a moot point.
