Adding New TMDI Cards

My company has an Opt11C in our Phoenix office that we are trying to expand. Right now, it is 2 cabinets with 6 T1s. We are trying to add several more T1s along with another cabinet for more DLC cards since right now both cabinets are full. Now, I heard a rumor somewhere that T1 cards can only be installed in Cabinet 0. Is this true?

IF YOU HAVE AND ONLY IF, 25.40 WITH IP CONNECTIVETY YOU CAN PUT THEM IN ANY EXPANSION CABINET

I am assuming that IP Connectivity doesn't come with 25.40 and that we would need to purchase the keycodes for that?
