Adding MST fails - Transform File Question

We are deploying office2003 suite (pro11.msi) along with a MST file using Group Policy, we were successful in deploying the package to all users at headquarters, but we are experiencing problems in remote sites, our GC (global catalog server) is located at headquarters, the other sites have 1 server which are DC's along with 7-10 workstations.

the problem lies within adding the MST (transform) file to the package under MODIFICATIONS Tab, doing so generates the following error :

An error occured accessing the software installation data in the active directory. See the event log for additional details.

unfortunetly, no other details were available in event viewer either on the domain controller or the global catalog server.

is there a utility i can use to verify the integrity of deploying msi packages? there seems to be a bottle neck somewhere, maybe a rights issue or replication problem.



 
Office is huge, how are you deploying it? Tell me it is not spanning the WAN. If so, that is your problem.

 
the site is connected by a WAN link...but the package is located on the server in EACH site, so the package is suppose to run from the site's local server, i'm also opening the MST from that same server. The only piece of this puzzle that is located at headquarters is the Global Catalog Server.
