Adding Hyperlink to Form

I am using Paradox 11. I want to add a hyperlink to a form. According to Paradox help, I am supposed to add a text box and follow the expert. Whenver I add a text box, however, the expert does not run - instead I receive the following message: "The HTML Table Expert must be launced from the File|HTML Publish command...menu command" I don't have an HTML Publish commmand under file - I have a "Publish to HTML" but it is greyed out.
 
Create a text box.

Add some text to it.

In the 'mouseup' event (or other if necessary) of the text box, add

startwebbrowser("
You can get to the events by right-clicking the text box, selecting 'Object Explorer' from the popup, then selecting the 'Events' tab to the right. Make sure you have Developer Menus selected in Preferences.
