adding flash in ms publisher 2003

have followed all the steps for adding a flash banner in my publisher website, when previewed only see a white square where the banner should be. Have not uploaded the website to a server yet, perhapes the only way to view the banner on the website is to publish the website and open in explorer.
Saved the flash file as a swf formate first. then copied the code from the banner builder amara (already seen the help page on this site). Pasted the code as a html code fragment. stretched the text box so all the code is visable. made sure the code fragment wasn't over lapping anything else on the page. went to page preview and only the white square (banner) could be seen. All the website files pictures, ttif file and flash file(swf) have been placed in one folder on my desktop called "website".
Can someone please tell me what I am doing wrong? Must the website be published first to see the banners on the website? here is the code fragment from the banner: named the banner "banner1"

Will be very thankful if anyone can help me solve this problem.
 
Try posting your question in one of the Microsoft newsgroups. There is a gentleman there (DavidF) who is very well versed in using Publisher for websites.

Personally I would suggest using a web design program to create your website.
