Adding Fax to Outlook for new user not working

Were are on 4.0 single MAS & MSS.
I am trying to add new users to have faxes to their email. I have it working, on my machine,

I added the outlook thin clinet to their outlook.
created the new account,
the new account displays
they have the correct COS to accept faxes.
they can play and hear new voice mails.

when I send a fax to this extension the fax machine gets a success. so it appears the fax is going to the persons email box.

the COS has Restrict Client acess to no

But I never receive the fax, I am fairly new at MM so I could use some help, with what I am overlooking?

resolved issue, punting the PC works wonders sometimes.

Punting the MAS and MSS works wonders at times as well.
