Adding EULA to the beginning of Access Setup Program

I need to add an End Users License Agreement (EULA) to the beginning of the install procedure when I use the Deployment Wizard. How do I do this? The best I've been able to do is to create a seperate Access program with the EULA and then have it start the program setup. There's got to be a better way.
 
Apparently there was no good answer to my problem using the packaging and deployment wizard that came with Access XP Developer. I had to look around for a third-party installation program. After checking out several, including Install Construct 4.5 and InstallShield (Developer and Express versions for which the InstallShield folks were nice enough to send me a demo CD), I settled on a program called CDStarter Config Editor created by a gentleman named Richard Low. Not only is the program relatively simple (as compared to InstallShield and others) but Mr. Low was kind enough to help me directly.

It may not be elegant to go outside the MS Access program, but it got the job done and my application is ready for distribution.
