adding drop down menu links to each page

i'm not sure if this is a solution that requires css, xml or both, but i would like to have a css or xml script that i can add page links to. this will allow me to update the links on each of my html pages by using just one page of script. i would also like to use a drop down menu where you can select the page links.

can anyone point me in the right direction?

Do this server-side (not using client-side techniques). You should have a google (or use the search features at the top of the page) on "Server Side Includes".
