Adding Country Prefix with +

I am setting up a SIP trunk on IP Office + ESBCE.
Our ITSP instruction is

Customer should send global format sip:+955(Area code)(7 digits of range) for all incoming and outgoing calls

How can we add +955 prefix? (For out going, Incoming is their duty I believe)
