I am new to any type of video editing so take that in to account with any answeres please.
I got interested in video editing while watching someone else do some for a church camp video. He was able to add little cartoon animations on top of the actual video. I was not able to stick around to find out how he did it so if you have any ideas that he might have used. I do know that he used Adobe Premiere to do most of the editing. Are there other plugins that allow you do accomplish this or is it done outside of premiere.
Thank for any help.

You mean that part of the video where Father Stickleback is in the three legged race and a cartoon altar boy appears in the lower right corner commenting lasciviously about Father Stickleback's ability to run this race legally with his own assets?

Yeah, that can be done using Premiere, but it can also be done using a combination of programs.

First, you should learn a little bit about Premiere, how to get video out of the camera, edit it, get it back out to a file or camera or something. Press the "f1" key and go through the help, take a look through the manual and try your hand at a half dozen or so tiny projects.

Second, you need to learn a little bit about how to make cartoons and animation. There are lots of different tools for this, some better than others depending on the style of animation.

Third, you marry the results of the first two, probably in Premiere.

That's pretty much a good breakdown for someone new to video editing. By the time you're ready for Step Three, you'll probably have a good idea how to do it.
