Adding another exchange server in another location

I have a exchange 2003 server at my work and we have another location that we are tied into via a deticated t1 vpn. I want to limit the amount of bandwidth for the remote users and install a exchange server at the location they are at. By default is my main exchange server going to forward all emails to the exchange server at the remote location? will i just need to move the mailboxes to the other location? is there a setting i will need to change?
