Adding an Epson Printer

First off I am totally clueless when it comes to Macintosh.... I am trying to add an Epson printer to a Mac G4 running OS 9. The instructions say to load the software first. But, when I try to run the software the software by double-clicking on the icon I am getting an "Error type 3". It then prompts me to reboot. I have tried that but it will not load the software. The Mac was purchased from a vendor that has told them that adding a printer would cost $1995 for an Apple printer. Is it possible that the vendor has locked out the Mac from loading any additional software? Thanks for any and all help.
