adding a tooltip?

hi

is there a way of adding a tooltip
i.e. a description of the link as you hover your cursor over it?
I would like the notes that you enter to describe a link to appear either when you hover over the top with your cursor

or

to appear as an indented paragraph underneath the links list on the homepage
