Adding a Rule guides to master spread

What am I doing wrong in this step. Drag a Horizontal rule to 55p0 midway through drag click and hold apple key so the rule spans across both pages of master. With the rule selected go to the control panel and highlight the Y cord and enter the value of 56p0 and press return and option. which is suppose make another rule for page number .

You have to hold the option down while you hit return, not after
