Adding a "link" to an upload option

I want to add a "link" to a page to allow users to upload documents from there desktop that would get saved into a database file, but seeing as how I've only ever seen the finished product of this I have no idea how to code for it. Help??

What scripting language do you plan on using to copy the local file to a database?

All of the database functions are written through MS SQL Server, all of the pages are html with quite a bit of JavaScript.
