Adding a 3920 WRLS Repeater R1 to existing 3920 Wireless handset and base.

I am trying to extend the range of an existing 3920 wireless handset and base. Purchased a 3920 WRLS Repeater R1. I followed the registration process. The 3920 Wireless Repeater blue light flashes continuously. Instructions say that it is in a registration mode. I cannot get it out of the registration mode. I followed the procedure to try to get it out of the registration mode. Still flashes continuously. Their is a black button on the back of the repeater. Does anyone know what that black button is for? I suspect it is a reset button.
 
Try a reset of the repeater?

If you want to reset the repeater and clear its
registration, perform the following steps:
1 Unplug the AC adapter from the wall outlet.
2 Plug the AC adapter into the wall outlet for 1 to 5 seconds, and unplug it again.
3 Plug the AC adapter into the wall outlet for 25 to 35 seconds, and unplug it again.
4 Set the base of the Avaya 3920 Wireless Telephone into registration mode by pressing and holding the registration button on the base for 3 seconds. The indicator on the base flashes.
5 Plug the AC adapter of the repeater into a wall outlet.The LED on the repeater flashes briefly and then remains on. The repeater is now registered to this base and is ready to use.
If the LED continues to flash, try registering the repeater again.
6 Unplug the AC adapter from the outlet and move the repeater to the selected location. The repeater will stay registered to the base.
