Adding 308ec to 2 slot carrier no dial tone-ACS R3.0

I have a remote customer adding a 308EC to a 2 slot carrier. They are getting no dial tone on the co lines and nothing on the extesion ports. They have swapped out the card and the carrier( another 2 slot). The customer heard that a 308EC won't work in a 2 slot carrier with an ACS R3.0. Why are we not getting dial tone out of this card?
 
I just looked at some documentation and it said that they are compatible. Just a note, but what kind of 2-slot carrier do you have? I know the came out with a newer looking one, but i dont know if it has any hardware changes. What i am saying is your 2-slot carrier might be your reason? Are the phones totally dead when they plug them in directly to the 308EC?

There is the Partner Connector for the old standalone Partner 206 and there is the ACS 2 Slot Carrier, which basically is similar but the card edge on the ACS processor is longer so they are not compatible nor the same. If an ACS was plusgged into the connector it HAS to be the right one.
 
If the telephones connected to the 308EC have displays (18D or 34D), do the displays function or are they 100% dead (no backlight and/or text)? [ponder]

Even though the customer says they have an R3, I'd be curious to see what the old "FEATURE 59" says.
