Added new User, get no Email Address

I am running Windows Server 2003 with Exchange Server 2003 without SP1. When adding a new User he was not assigned an E-mail address in Exchange. The User is listed in the Active Directory Users & Computers, but not in the Storage Group => Mailbox Store => Mailboxes.
Under Server Management => Users I get the Name but the E-mail Address is blank. The Logon Name is populated with username@Domain.com but Exchange cannot resolve the E-mail Address when I try to set him up in Outlook.
I have 25 Mailboxes in Exchange now, and planning to install SP1 on the Server this weekend.

Question:
1. Is it that I have reached the max on mailboxes?
2. Will the install of the SP1 solve this issue?
3. Is there a way to force the mailbox in after user is already setup?

You won't see a mailbox until it's initialized, which happens either when the user logs into Outlook/OWA/OMA, or when the mailbox receives it's first message.

Check in ESM>Recipients>Recipient Update Service

Right click on Recipient Update Service (domain) and choose UPDATE NOW. Do the same for Recipient Update Service (enterprise)

Wait for a few minutes. If it still doesn't have an email address, do the same thing again, but choose REBUILD.

I have seen this as an issue with Exchange 2003 with no service packs installed.

The current SP for Exchange is SP2 and you should load that, not SP1. You can jump directly to SP2, no need to install SP1 first.

Make sure that after installing the SP that you also install it on the DCs that have had the Exchange Tools loaded.
