Added 8 port station card to Pro II and can't get phone to work

I just added an ESI-8-U-10 card to a NEC Pro II. I installed it into Slot 3 and cross-connected to the next available port. I plugged in a new verified working phone and I cannot get the phone to work. You can hear the phone make that quick noise that you hear when you plug and unplug a digital phone, but there is no display and nothing works.
I am not that familiar with NEC but i believe that it is the same amphenol that i cross-connect to as the first 8 digital stations. I believe you don't have to skip any pairs to connect the 9th working extension. Is there a program to let the system know that I plugged in that card? I do have the programming manual but not the installation manual. Have I used the correct slot?

I believe slot 3 is crossed in on the 17th pair. Given 8 ports per card and 3 cards per amp cable.
The card should be recognized as soon as it is plugged in and it should pick up the next station number, but check it in MB 7-1 (card type and port number) and 4-10 for station number.
