addding additional windows 2000 domain controller and decommision old

I have 2 windows 2000 server domain controllers. We are planning on adding a 3rd domain controller that will in due time replace one if the existing older units, and then the process should repeat to replace the last older unit.
Our first domain controller( considered out primary dns server ) has the following services served:( dns server, global catalog, domain naming master, schema master, authoritive time server ).
Our second domain controller( considered out secondary dns server ) has the following services served:( dns server, relative ID master, primary domain controller master, infrastructure master).
What steps do I need to do to get the 3rd additional domain controller going?
What are the steps that I need to take when I am ready to decommission the old domain controller?
I have already created the additional domain controller and
installed the DNS component and all updates.

Any help our input would be greatly appreciated.
 
Why are you not migrating to at least 2003 Server and potentially 2008 Server?

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.
