add /remove programe in windows 2000 server does not apear

Hi All
I had installed windows 2000 server it was working well but unfortunatly now when I double click on add/remove programs it does not apear. All other windows component software are working well.
Note: I have installed service pack 2.
Also I am unable to remove HP DVD writer s/w from system tray

Try re-installing/upgrading IE to 5.5 or higher.
