Add Object Library on Startup?

Hello,
How can I make Access automatically add an Object Library Reference upon startup on any Computer.
For example, during my programming I went to Tools->References
and Added the Microsoft Excel 8.0 Object Library
located in:
C:\Program Files\Microsoft Office\Office\EXCEL8.OLB

If I give someone this DB how can I make sure that Library is added without them having to do so?
