Add memory to IPE server?

Our new CallPilot 4 server is the IPE type (201i?) and only has 256mb of RAM installed. The memory useage in Task Manager is pretty high and it isn't even in production yet. Is this normal or is more RAM required? Our server admins were stunned that it was a Celeron processor with such a tiny amount of RAM and a small 4gb Windows partition.

Its not a processor intensive program. Once running it doesn't need a Core 2 Duo with 2 GB ram
