Add lines to Vodavi StarPlus STS System

On a Vodavi STarPlus STS System, how do you add new phone lines to a line pool and to the phone? I have been all through the programming manual and can't find it.

Add lines to a pool in Flash 40. Add lines to a phone in flash 50 - button programming.

I put the line in line group 1 but when I hit 9 for an outgoing call it doesn't grab the line. Is there another step I need to do?

Usually no other programming is required - assuming phone has access to that line pool. Make a direct appearance button for that line and try to access manually - just to be sure hardware is happy.
