I have another device with an ip address 192.168.0.16. On one computer I somehow have it in quick access (see image) but I want to do the same on another and can't remember how I did it
This looks like a standard desktop shortcut. There are several ways of creating these. For example, right-click on the desktop and select New / Shortcut. You will be prompted for the destination, which is simply the IP address.
Once you have the shortcut on your desktop, you can drag it to the quick access bar, or the Start menu, or other places.
UPDATE: The above works on my Windows 7 system. With Windows 10, you need to type http:// before the IP address (not sure why it should be different). Also, with Windows 10, the prompt is "Type the location of the item". But the principle is the same.
