Add IE toolbar button 1

I would like to implement what in

is suggested to creat IE toolbar buttons and launch from there applications (just as DAP,ICQ etc intergrate into IE). However, I have some questions:
1)What Guidgen.exe is and where can I find it?
2)How can I use it and if I want to remove completely the button what I have to do?
