Add an account segment to structure 1

Hey folks,
Business is good and we are expanding into another state. As part of the expansion project the accounting department has asked that we restructure our accounts to include a new account segment to represent the state; we're planning on creating a new account segment "ST, state" in which we encode a two digit identifier for the state. Currently our account structure uses two segments and we want to add a third in between them.
From the digging around I've done it seems like the GL account code change is the tool for the job though it doesn't appear to allow this change directly. Am I missing something?
What's the right way to go about this?

1. Add the segment in GL options
2. Add segment codes
3. Add a new GL structure code
4. Add new empty GL accounts with that structure
5. Use GL Account code change to merge the transactions/balances to the new codes

Steps 1-3 are trivial.
Step 4 will mean generating a lot of accounts -> I think I'll export the existing structure, re-jigger it in excel (or shell), import them back in.
Step 5 will be a lot of changes -> I think I'll generate a CSV file to import into the change tool based on files I get in Step 4.

Sound about right?
 
Actually it looks like the tool can 'change' account codes, I suppose . I think that means I can skip creating the new empty accounts (step 4 above) and instead of setting action type 'combine' I can set action type 'change' on each row I import to the tool in step 5; am I going to hit snags here?
 
Just make sure that you do an integrity check before and after. I just did an item number change (same engine) and had all sorts of problems with items that didn't complete their changes.

Most of the time it does exactly what you want. Sometimes it doesn't.
