I have a Hipath4k with a DAKS communications server and Windows Server 2k8 system manager.

Since the System Manager has a Dialogic board in it, would it be possible to download a simple software-based voicemail for the system?
I know the DAKS can't do voicemail, and the Unify voicemail is over $25k. I don't have an SIP card, so using SIP is out, but could I build a few ports that transfer over to the dialogic on the SLMY and run a very simple system?

I am not sure about the 4000, but I have seen Amanda and Vertical voice mail systems on a HiPath 3700/3800. This is not the same thing as you are asking, but they are cheaper than the Unify systems.

1) Configure an analog extension 1234 and connect it to computer via a fax/dial-up modem.
2) Install a voice mail system on that computer, such that: when the analog extension is called, the software automatically answers it and initiates an IVR (interactive voice response) system. This is the scenario where an incoming call is received by the modem and then the IVR is activated.
3) So, on any extension, you can use ADD-ZIEL: FWD and then CFNR to the analog extension 1234.
