AD Sites & Services - new site no Inter-site topology generator listed

I created a new Site in AD Sites & Services but in the NTDS Site Settings no Inter-Site Topology Generator is listed? I can manually set the Licensing Server however there is no way to manually set the Inter-Site Topology Generator.
I have searched and it says this should be dynamic, however after 2-days it still doesn't show any server listed. What else must I do?
