AD policy setting

Hopefully someone can help. We have 100 users on a Win2K AD domain with a policy in place. The PC's have been setup with one image. And we allow certain applications to run in AD for the users. We setup this shortcut on the desktop for all users and its a telnet.exe session. I have tried adding the path to AD in allowed programs to run but I keep getting restrictions. I have setup other programs with no issues. Has anyone ever created a shortcut and allows it to run in AD? Please help.........
 
Active Directory...a directory sevice built into W2K family of Operating Systems...supposidly easier to administrate than the Windows NT 4 Domain structure

in my school we also have a 2000 server and manage folders permissions with AD :) but never worked with images, so i cant help you
