To completely recover those servers, you must backup the OS and system?state. For example, say Win2K is installed on the C: drive. You must select C: which includes the \winnt directory, and the \winnt\system32 directory and select the system?state.
The following Q article from Microsoft has a NOTE: During the system state backup, you must select to back up the Winnt\Sysvol folder. You must also select this option during the restore operation to have a working sysvol after the recovery.
It doesn't get any clearer than that. You want to take some chances and just backup system?state, be my guest. But I would test that in a non-production environment first.
