AD fails on Restore

I am doing some DR testing on different hardware, restoring a Win2K Domain Controler using Backup Exec.

The restore appears to work correctly and the new server boots up, but when I try access
AD Users and Computers
AD Sites & Services
AD Domians & Trusts

I get an error
"The configuration information for this enterprise could not be located........."

Does anyone know what could be wrong
