So RSAT is the only flavor of this? Separate download and not part of the windows 2008 Tools folder?

unless I am missing the .msi package on the dvd.

Remote Server Administration Tools (RSAT) replaces ADMINPAK.MSI. As far as I know the tools are not included on the DVD.

There are two distinct versions of the RSAT tools for use on Vista and Windows 7.
