AD-64 upgrade cost expensive?

I have contacted a vendor to know the price for upgrading our 16 ports messaging system from version 2.3 to 2.5.
They are telling me that it cost $500 per 4 ports for a total of $2000 to upgrade our voicemail.

Now is it me or this is a bit expensive? Is the price right?
