I am trying to build a bar chart with a dualY-axis. I have not been able to find much information on this type of graph. Can someone please point me to a knowledge base or white paper that explains this type of graph in detail.

Actuate ships with a couple example reports, but, like most Actuate examples, they aren't the best. It's all I've seen on them. Look at Actuate\ErdPro\EXAMPLES\charts\MultiSetTimeSeries and Actuate\ErdPro\EXAMPLES\charts\SummaryTimeSeries
