Activity Monitor with Read Only?

I'm trying to come up with an Activity Monitor which has all the information of the Activity Monitor in the Windows or Java GUI, but has read only capability. Does anyone know of a way to modify either the Java or Windows GUI so it is read only? GDM is not an option, and NOM won't work at this point because we are running NBU 5.1 MP5. I've looked at the conf file for Java and while it allows me to set a user to only see the Activity Monitor, they still have the ability to stop jobs (which I don't want in this case). Any ideas?
