Is there a way to trap (store) user names,
login and logoff timestamps. Can these attributes be store in a database and/or other flat file. Are there logs available for this purpose that already exist?

Cognos provides this functionality. Look into auditing. All this sort of thing is logged into what they call an audit database. so you need to create a db just like your content store.. permissions, collation, characterset and the like. unlike most other things, auditing is very well documented by cognos. just search the documentation. they even provide a deployment for auditing.. so you have a package and lots of sample reports.
