Activity Items and Cost of Sales

I am attempting to configure Peachtree Complete 7 to work for a newly formed consulting company. As a service company we set "HTML programming" as an Activity Item in Inventory so consultants can enter time tickets (in a DDE poke from a COM object in an ASP page) against jobs however it seems that there is no way to make the cost of the consultant enter into the Cost of Sales account without a seperate transaction. This is even more diffcult because the cost per hour of a consulant varies by the number of hours worked (utilization and realization rates, salaried consultants billed at an hourly rate). If we use Inventory type 'Labor' or 'Service' we negate the Time and Billing features.

Does any one have expirence with this?
Courious, when would you ever want to enter a revenue with out a corresponding cost of sales?...nothing is free.
