ActiveX registration

Hi all,
1)Could someone tell me why my IE 5.5 asks always to restart my PC when downloading my own ActiveX that is already registered on my machine?
2)Is it normal that if I choose to prompt before dowloading an ActiveX, my Browser prompts always if I want to register it?
