We have had one user report an failure getting an .ocx (graphics viewer) to load from our web. They have followed our instructions re IE security settings required:

Initialize and script ActiveX controls not marked as safe - PROMPT

The graphics viewer should be installed (automatically) into c:\windows\downloaded program files\. As this did not occur, we provided instructions for manually registering it via the comment prompt. This worked, but the user still had the failure when trying to load graphics.
Initally we thought it may have some to do with the fact that the PC's in question were win XP SP3 - as we were unable to replicate the issue on any machines with win XP SP2 (tried both IE6 and IE7, and both worked fine for us). We asked the user to try it out on a machine with SP2, and he has reported the same failure.
We are unsure what to try next in terms of diagnosing and solving this problem - are there other security setting we need to think about, could it be a dcom setting?
Any help would be most appreciated.
