ActiveX Entries Remain in Registry, But File is Gone

A user's PC performed the initial download of an ActiveX control, but the control is not visible from the Downloaded Program Files folder under the windows root (WINNT) as it is on other PCs. However, all the expected entries appear in the registry, preventing me from forcing the control to download and intall itself again. Is there a way to manually install an ActiveX control to this folder, or to clean up (get rid of) the registry entries so the download re-occurs? Thanks.
