ActiveX enabled however report will not display

Hi Gang,

HP Laptop Runing WINXP Home, amd 64, IE 6.0
I have a problem with Activex not displaying a web based report. I've enabled activex under IE>tools>security
However I still receive conflicting information from the windows/IE information bar indicating that the web based report we are trying to run will not be displayed since activex is not enabled on this system.
I've also added the website to my trusted sites. No luck, each time I try to display the report I get an Activex error from the information bar and occasionally I receive a reference to an odd cab file.
Specifically calyximpctl.cab
Any Ideas?
 
Error referring to a .cab file makes it sound like IE is trying to load an update it needs and failing. Just off the top of my head.
