ActiveX download

When a user attempts to run a web report (on our intranet) for the first time, they receive a prompt to download the ActiveX dlls etc from the internet.

However, not all of our user's have internet access and therefore fail.
How can I get the required files onto our local intranet server instead and automatically download from there?

I was under the impression that the ActiveXViewer.cab is on your IIS server that has the Crystal Web Services running. They don't need Internet access.
