ActiveX - download .pdf files in IE6

In the place I work useless downloads via IE shall be stopped.
Editing the security levels I also disabled most parts about ActiveX controls.
This resulted in not be able to see online .pdf files via the web browser because these views are also downloaded.
I found the part (execute ActiveX control elements) that stops the download and wanted to choose for the option "approved by administrator". I looked around and around but can't find anywhere how to aprove certain extensions to be downloaded. For now I enabled the option again but that is not what I want.
Is there a file in XP that can be modified with extions or do I have to make a new file and where do I find directions for that.
