activex control for maps in web app

Hello Guys
Ok This topic might not be something everyone in this forum will be familiar with but I am posting it eher because every one reads this forum and hopefully some one would know

I want to develop a web application in which I can show a map. Zooming and panning functionality on the map. be able to do query on the layers in the map.

Now I can use MapoBjects 2.3 Controls but they are specific for windows application, so I can use them in VB.net or regular VB or delphi. Does anybody know any activex control that I can use in web applications. I know ESRI tool called ARCIMS but they dont have an evaluation version so i cant download it and test it.

any ideas, whats best to use or what programming language to you. I find it easy to program in VB or dephi.

I will appreciate any suggestions or ideas.
