Do you have to have a digital signature (cert) from a Verisign/Thawte etc in order to test the operation/functionality of an ActiveX / .cab on the internet ?

No, you can make your own cert for testing purposes, using the "makecert" tool.

Check out this web page -- it covers this whole subject of signing ActiveX controls, making your own test certificate, etc.
