ActiveTcl installation problem (wish.exe - system error)

Hello,

I'm installing ActiveTcl 8.6 for the first time. The installation is finished without problems. But when I try to launch the program from the start menu, it doesn't work and a dialog box appears with the title "wish.exe- system error" and the message "Unable to start the program because it is missing api-ms-win-crt-locale-l1-1-1-0.dll on your computer. Try reinstalling the program to correct this problem". I tried to reinstall it several times but the problem persists.

I will be very grateful if you can help me.

This file lives all over the place. Does your path include C:\windows\system32 or C:\windows\syswow64?
