Activesync on Win 2003 Terminal Server

Is there any way to initialize/load activesync for just one user on a TS O/S?

Even when removed (wcescomm.exe) from the User and Local machine HKEYs windows\currentversion\run and placed in an individual user's start up folder the ActiveSync seems to want to load for everybody???

Not as far as I know. ActiveSnyc installs for every user, no matter what. I will keep the question in mind to see if I stumble across a different answer.
