Activesync 4.1 on XP SP2 (Home) like a virus

I have installed Activesync and only 1 of the users on my machine has a PDA.

The question is "How do I stop Activesync running for the other users?". When they log in they get the Get Connected dialog which tells them to plug in their device, which they don't have.

I have stopped the processes, removed the entry from the registry (HKCU/Run for each user) but when they log in next time its back like a virus. Does anyone know how to stop this annoying feature.
