Active X Viewer and Parameters

I am currently using the Interactive DHTML in CE9, which from the posts is not the viewer of choice. When I use the Active X viewer and it prompts for parameters and the user (myself while testing) enters the prompts and clicks on finish it asks for the prompts over and over again. The DHTML viewer handles the parameter prompts correctly. Am I missing something?

Check to see if the RPT has any subreports...they may be badly linked and are asking for parameters.

There are no subreports and I have tried everything with parameters in the CMC as follows:

Clear the current parameter value(s)
Prompt the user for new value(s) when viewing
